RoRo imports and exports via France
French authorities are introducing a new electronic logistics envelope on RoRo routes from 01 April. This is like GVMS/GMR systems, but separate from it.
Each truck will be expected to have BOTH a GMR AND an ELO barcode.
A new process is being introduced at the French border, from 01 April. It will be mandatory from 01 September. This only applies to RoRo routes, with one end in France.
The aim of ELO is to speed up and simplify crossings by grouping all customs and safety & security formalities under one barcode. ELO will not change the nature or requirements of the import/export processes. ELO will become available from 01 April with 6-month transition period before becomes mandatory on 01 September.
The ELO envelope ties all relevant information together, in one place. Drivers will present a single barcode at port and this allows the ELO creator to track goods during crossings. The ELO creator will not have access to information on whether went via green or orange lane, just when boarded and when disembarked.
During the transition period, operators must choose the current system or ELO, but can’t use both. It's also important to note that ELO and GVMS are not linked in any way, so GVMS entries to and from the UK will still be required in the usual way.
Businesses should decide who in their supply chain is responsible for generating the ELO; French customs are not designating who this should be. This should only be one person in a supply chain, although this person can be changed for each different crossing.
ELO is connected to the safety and security system (ENS) ICS2. ENS must be filed before creating ELO and must use ICS2 to create ELO. Traders need at least one ENS per ELO.
